THE OTTUMWA RADIO CONTROL FLYERS

 

ARTICLE I

Name and Location

The name of the club shall be the Ottumwa Radio Control Flyers (Ottumwa R/C Flyers).  The location of the club shall be Ottumwa, Iowa.

 

ARTICLE II

Purpose

Section 1.   The objectives of the club shall be to promote model building and flying in Ottumwa, Iowa, and in such city’s general locality, and to aid insofar as possible the national program of the Academy of Model Aeronautics (AMA) and other AMA activities, looking toward the continual advancement of model aviation in all its phases in the United States.

 

Section 2.  All special or local enterprises of the Ottumwa R/C Flyers shall conform to the policies of the Academy of Model Aeronautics and to the regulations of that organization governing model aircraft contests.

 

ARTICLE III

Membership

            All persons living in Ottumwa, Iowa, or nearby vicinity shall be eligible for membership in the Ottumwa R/C Flyers, provided they meet qualifications prescribed by this club and by the Academy of Model Aeronautics, and hold an individual flyer’s license issued by the Academy.  As a member of the Ottumwa R/C Flyers you are encouraged to serve at least one term as an officer or board member.

 

ARTICLE IV

Meetings

Section 1.  There shall be one regular meeting each month, to be established by the Board of Directors or the Club membership.

 

Section 2.  The annual meeting shall be held in January of each year for the purpose of election of officers.

 

Section 3.  The normal order of business shall follow Robert’s Rules of Order. 

 

 

 

 

 

ARTICLE V

Officers

Section 1.   The elected officers of the Ottumwa Radio Control Flyers shall be:

            (a)       President

            (b)       Vice-President

            (c)        Secretary

            (d)       Treasurer

            (e)       Safety Officer

            (f)        Up to 5 Board Members elected from general membership. 

The Board of Directors shall be composed of  the President, Vice-President, Secretary, Treasurer, Safety Officer and  Board members.  The above officers shall be elected at the annual meeting in January by a majority of the members present. 

 

Section 2.  A Nominating Committee shall be appointed by the Board of Directors in November to present a slate of officers in December for a January vote.  Nominees shall be adult members (20 years or older) from the general membership.  However, one member of the board may be a junior member (19 years or younger).

 

Section 3.  Officers shall be elected at the annual meeting in January.  Before the election, additional nominations from the floor shall be permitted.  Election shall be by secret ballot, except where there is one candidate for an office, in which case election shall be by show of hands.

 

Section 4.  Officers shall serve for two years or until their successors are elected.  Terms of office begin at the close of the annual meeting at which officers are elected.  When vacancies occur during terms of office, the Board of Directors will appoint a replacement to serve until the next election.

 

 

 

ARTICLE VI

Duties

Section 1.   President shall preside at all meetings of the club and shall act as Spokesman for the Club in all matters pertaining to it.

 

Section 2.   Vice-President shall act for the President when he/she is unable to serve, and function as Chairman of the Program Committee.

 

Section 3.   Secretary shall keep minutes of all meetings, all club records (except financial), including master set of By-Laws up to date as changes and amendments are made.  He/she shall hold and maintain the AMA Club Charter and handle all club correspondence.  At each Club meeting, the secretary of the Club shall read  the minutes from the previous meeting.

 

Section 4.  Treasurer shall collect all monies due and shall keep record of monies received and monies disbursed by the Club, and shall with the aid of the Secretary, file proper papers for the maintaining of the Club’s Incorporation and Non Profit status.  He/she shall update and maintain records of Club membership.  The treasurer of the Club shall give a treasurer’s report verbally at each meeting and give a detailed written report at least every three months to the Club membership.

 

Section 5.   The Safety Officer shall inform and enforce safety rules consistent with AMA requirements.  However, each Club member is responsible to act and inform operators of their unsafe activities.

 

Section 6.  Board of Directors shall act as counseling and advisory board for the entire Club and act on general matters of policy.  Members shall meet no less than quarterly to formulate guidelines furthering the activities and educational aims of the Club.  Meetings of the Board of Directors are open to the membership.

 

Section 7.  A Newsletter editor may be appointed from the membership by the Board of Directors.   He/she is a non voting member of the Board of Directors unless voluntarily combined with any other current officer responsibility.

 

 

 

ARTICLE VII

Dues and Fees

Section 1.   Annual membership dues or fees shall be adjusted according to the financial needs of the Club, and approved by vote of the paid membership, and then only upon majority vote of those present at regular scheduled meeting.

 

Section 2.      a. New members joining after 1 August are charged one half current dues. 

b. For Students (19 years or under), Dues are one half of adult dues.

c. For any one household, at least one member must pay full dues, the rest of the adult members are charged half of adult dues.

d. New pilots are expected to become AMA members after three training sessions and to become club members after a successful solo flight in order to continue flying at club field.

 

Section 3.  Members delinquent by 1 April will be dropped from the Newsletter and membership roll.

 

Section 4.  No special assessment shall be levied upon the Club membership at any time, except by vote of the paid membership, and then only upon majority of those present at regular scheduled meeting.

 

 

ARTICLE VIII

Special Funds

The Treasurer of the Club is authorized to receive contributions or special-obtained funds from any individual or institution, to be applied to the operation expenses of the Club.

 

 

ARTICLE IX

AMA Requirements

All Club members must have current year AMA membership to fly at designated Club flying sites and activities.

 

ARTICLE X

Amendments

            By-Laws may be amended at any general meeting of the Club membership, provided the Club members shall have been notified in writing at least (3) days in advance that an amendment is to be considered.  Copies of  the proposed amendment shall be provided to all Board members or to any members who may request same.  Amendments shall require a two-thirds majority of dues paid members present.
